I'm going to have to refer you to Joanna Garzilli, America's Intuition Coach, because I don't have the access to know why people do or don't do things.
What I would say is if you know you haven't done anything to upset your friend, put yourself in your friend's shoes. What is going on in his/her life right now that would stand in the way of returning a phone call? Working long hours? Family matters? Anything that perhaps you don't know about that you should be inquiring about as a thoughtful friend?
Remember, in most cases, it's not about you. Be a good friend and make sure there is nothing going on in your friend's life that you should be supporting him/her with.
